The Southeast Asian Sea Research Foundation

 

1                Objects and Purposes

Nowadays Vietnam is standing on two historical possibilities. One is to have half a million square kilometres in the Southeast Asian Sea (also known as South China Sea and East Vietnam Sea) as in the map on the left. The other is to loose half a million kilometres as in the map on the right.

In order to have part of the Southeast Asian Sea based on the Law of the Sea, we need to consolidate the length of our people and supports from the international communities. Our people have a strength based on will, awareness and knowledge. The international communities will assist us when they know all about aspects of their justice, rights and interests.

The Southeast Asian Sea Research Foundation (hereafter the Foundation) has been established based on the donation of its members and the mission of the board of trustees. The main purpose of the Foundation is to disseminate awareness and enhance knowledge on conflicts and disputes of the Paracel Archipologo (Islands), Spratley Archipologo (Islands) and waters in the Southeast Asian Sea, sea surface, continential shelves and prepare historical and legal evidence in order to resolve the conflicts and disputes and campaign the international communities' assistance for Vietnam.

 

2                Strategic Objects and Methods

In order to implement the above-mentioned purposes the Foundation has the following strategic objects:

-       Prepare and disseminate legal and histrorical evidence and documents on the sovereignty of Vietnam over the Southeast Asian Sea, Paracel Archipologo and Spratley Archipologo;

-       Campaign and appeal the international communities' concerns, assistance and opinions via multimedia and diplotic means for a justice and peace solution for disputes of sovereignty over the Southeast Asian Sea

Implementation methods:

-       Collect related materials (books, articles, photographs, etc.)

-       Write materials;

-       Translate materials;

-       Publish materials;

-       Consult;

-       Collaborate with peaceful movements on Paracel Archipologo, Spratley Archipologo and Southeast Asian Sea;

-       Organize, partake seminars, workshops and conferences related to the Southeast Asian Sea

-       Attract international communities' attention, concern and assistance for Vietnam via multimedia and diplomatic means

3                Proposed Projects

3.1 Year 2008

Establish personnel for the Foundation.

Publish "Geography of the Southeast Asian Sea (East Vietnam Sea) (in Vietnamese: Địa Lý Biển Đông" written by San Hu Vu

Publish Geo-historical Magazine No. 29 - Special Issues on Paracel Islands and Spratley Islands onlilne

Assist Dr. Nha Nguyen to write articles in English

Wriete a book about conflicts and disputes of Paracel Islands and Spratley Islands

Write at least 3 articles for prestigious magazines and newspapers

Contribute on 10 web-based forums

Collaborate with peaceful movements on Paracel Islands and Spratley Islands and the Southeast Asian Sea

Support and grant research scholarships to encourage excellent students of laws in Vietnamese universities who wish to do research in the Southeast Asian Sea, Paracel Islands and Spratley Islands in order to seed experts/specialists of the Law of the Sea.

3.2 Years 2009-2010

Publish the Vietnamese version of the book "Sharing Resources of the South China Sea" by Mark Valencia et al in Việt Nam.

Republish the Vietnamese version of the book "Sovereignty over the Paracel and Spratly Islands" written by Monique Chemillier-Gendreau in Vietnam.

Translate the doctorate thesis "The process of establishing sovereignty of Vietnam over Paracel Islands and Spratley Islands" by Nha Nguyen into English

Assist and support edition and publication of doctorate thesis "The process of establishing sovereignty of Vietnam over Paracel Islands and Spratley Islands" by Nha Nguyen

3.3 Projects to Be Considered

3.3.1       Year 2008

Assist and support the republication of the book "Disputes of Paracel Islands and Spratley Islands" written by Loi Van Luu (English version).

Support the republication of the book on Paracel Islands and Spratley Islands written by Hung Kim Pham.

Support the republication of materials written by Ngoc Quang Nguyen.

Correct China-sided articles on Wikipedia.

Write letters of request to correct maps with Chinese names for Paracel Islands and Spratley Islands

 

3.3.2       Year 2009

Partake in organization of an international conference on the Southeast Asian Sea in France

Organize an online conference on the Southeast Asian Sea

Establish awards for research projects on disputes of sovereignty over the Southeeast Asian Sea, Paracel Islands and Spratley Islands.

Currently the Foundation needs to recruit about 10 members. The Foundation is appealing for volunteers those who are able and interested in the activities of the Foundation to subscribe in the Foundation. New members will be recruited based the current members' recommendation.

4.5 Collaborators

4.5.1       Mission

Express interests and keep track of the Foundation's activities

Act as observers of the Foundation

When a certain project is started the Foundation will appeal for participation and assistance from the collaborators. The Collaborators will contribute to such a project based on their ability and time.

At the moment the projects which need assistance from Collaborators are as follows (but not limited to):

-       Correct China-sided articles and information related to the Southeast Asian Sea, Paracel Islands, and Spratley Islands, especially in popular languages in the world. The Foudation will provide historical and legal materials and Collaborators are required to regularly track and correct accordingly.

-       Uncovered maps with Chinese names (Xisha, Nansha) write letters of request to concerned organization to correct into Paracels, Spratlys;

-       Search research materials related to the Southeast Asian Sea, Paracel Islands and Spratley Islands and concerned problems, especially students and researchers who are studying and working overseas)

-       Introduce/recommend materials related to the Southeast Asian Sea, Paracel Islands and Spratley Islands which the Foundation has collected, printed, translated and published, translated to intereted readers/people

-       Disseminate knowledge on the Southeast Asian Sea, Paracel Islands and Spratley Islands to public people

-       Introduce/recommend the Foundation to the interested people.

4.5.2       Personnel

The number of Collaborators is not limited

Collaborators will be recruited based on the current members and/or collaborators' recommendation.

During activities any collaborators who have active and frequent contribution will be recruited as an official members of the Foundation.

In each specific project, one Collaborator and one member will be assigned tasks and they will be in charge of such a project.
